The meeting was called to order at 2:37, a quorum being present. 

I. Approval of Agenda and Notes: The agenda was approved as distributed.

The draft notes of January 25th were approved with minor corrections.

II. Needs and Confirmations: There were no confirmations. Lee-Klawender again pointed out two needs: for scholarship application readers and for Accreditation Standards. Also, she urged Senators and others in attendance to inform students that there are many scholarships and applicants are few for some of them.

IV. Academic Probation: Howard Irvin and Vickie Moreno presented along with Tao. Apparently, De Anza has been out of compliance with Title 5 with its Academic Probation, Progress Probation, and Dismissal Policy and practices. They outlined a five tiered approach with two levels being non punitive, two being progressively punitive and prescriptive, and the last leading to dismissal. The Senators were reminded that the policy was within the areas of Academic Senate primary reliance and, therefore, the group was required to take careful action regarding it.

VI. Late Adds Update: The final version of the interim form for late adds of students was distributed. Argyriou noted the removal of any mention of summer, therefore making obvious the need for developing an additional form for that term. In response to a question, Argyriou suggested that the form may only be in use for this academic year. 80 late add forms have been received by the office of instruction. A study will be done to determine whether or not this is a reasonable number.

III. March in March: Local Action at De Anza: Isabelle Barrientos and José Romero were present and gave a very thorough and well received presentation on plans for March student activism regarding state funding of higher education. Their specific focus was events on campus for those unable to travel to Sacramento. A full day from 7:00 AM through the evening is planned. The twosome projected a draft resolution for Academic Senate consideration. Argyriou said that it would be on the February 8th agenda and the proposed text for consideration would be sent electronically to the group. The Senators were asked to review the text and discuss with colleagues as they thought appropriate

V. SLO Assessment Plan: Coleen Lee-Wheat and Jim Haynes with some assistance from Jackie Reza presented another version of approaches to future phases of Student Learning Outcomes (SLOs) and their relationship with Institutional Core Competencies (ICCs) and accreditation. One key point in their presentation included a simplification of the term “programs” for accreditation as synonymous with five “spheres” of the colleges. The spheres pointed to the most were 1) General Education, Transfer, and Basic Skills and 2) Vocational Education. Another was the presentation of two possible approaches to assessment of SLOs (including their inclusion into Program Review) on a six year cycle. One approach would be to have each of five years in the six year cycle focused entirely on one ICC. The other approach would be to have a certain percentage of courses each year in the cycle address all five ICCs. Initial response from Senators seemed to favor the second approach. A more definitive response is needed before long given that action needs to begin this quarter.

VII. Senate President's Update: Argyriou presented her report by taking the group through a handout she devised on the results of the most recent College Council meeting. The handout was rich in detail and thoroughly explained. There were some questions about the dollar amount totals. Argyriou will send electronic PDF file versions of the report to all Senators. 

VIII. IPBT - Budget Reductions:  Lee-Klawender focused primarily on the IPBT recommendations for full time faculty hiring (10 positions to be filled out of 15 pending vacancies)

IX. Wrap Up: Argyriou summed up items for reporting to divisions and in preparation for the meeting of February 8th.  Deans to be asked to distribute the results of College Council budget reduction action for their divisions if they have not already done so. Argyriou will distribute PDF versions of her report and of the proposed resolution from the students. Senators are to consider the proposed structure of student probation and dismissal.

XI. Good of the Order and Announcements: The FACCC Advocacy and Policy Conference will be held February 28th through March 1st. The Office of Community and Civic Engagement is promoting the recruitment of students to be census workers.
