    Minutes of June 15, 2020

    The last Academic Senate meeting was a shortened meeting, followed by recognition and celebration for newly tenured faculty, retirees and awards,

    I. Approval of Agenda and Minutes from June 8, 2020 Meeting

    • Agenda approved.
    • Minutes approved as corrected.


    II. Public Comment on items not on agenda (Senate cannot discuss or take action)

    • Jeff Satudinger asked about the possibility of having an Academic Senate Department Chairs meeting before we adjourn for the year. Karen will try to hold that meeting before the end of the quarter or the beginning of summer quarter.
    • Chris Tsuji asked about the money district saved during the six months, March to September, when the campus is closed and where the funds go. Karen will follow up on that question.
    • (Answer in chat) Susan Cheu has indicated that there aren't savings due to the campus being closed. 90% of our budget is salaries. The college has lost revenue from the bookstore closure, no parking fee collection, no food services, and no campus rentals.
    • Ishmael recognized a powerful poem “If We Must Die” written by a Jamican immigrant, Claude McKay (1919), & “Harlem”, aka “Dream Deferred” by Langston Hughes (1951) as they reflect a long standing intergenerational problem. He also reported the incident of another unarmed black man shot twice in the back by Atlanta police over the weekend.
    • Ishmael and Mary D have collected over 30 responses from part time faculty members to serve them and address their concerns.
    • Ishmael thanked the members of the Course Scheduling and Enrollment Management (CSEM) Committee for their service.
    • Mari and other faculty and staff members presented and read their draft of an open letter addressed to senior staff. This was done in light of the conversations that have been going on across campus as well as throughout the district in terms of rethinking the processes and structures to address systemic racism.
    • Dawn: An open letter to the De Anza College senior staff
    • This is not a comfortable letter to write. These are not comfortable times. In the wake of a global pandemic, we are reckoning with the original sins of slavery and colonialism on a world-wide scale...things must change, and change substantially. 
    • It is evident... that many structures on our campus are not diverse or inclusive...the way that our senior leaders on this campus have led must change, and change substantially. It is inadequate and disingenuous to talk...about...diversity and...equity in our institutional practices if we do not acknowledge how it ...got here, and commit to changing how college governance operates.
    • Wendy White: Promising Steps
    • The letter acknowledges some steps in the right direction by the senior staff in the recent months... more willingness to consult with the campus community and make decisions based on campus input…some examples: weekly zoom conversations to hear important news, get updates, and ask questions; flexibility and willingness to do things differently; negotiated changes to contractual processes like EGA, PAA, PLD and tenure; response to hire a full-time, tenure-track UMOJA counselor (one of the “Eight Asks” put forward by the BFSA
    • These efforts...have been essential for maintaining solidarity and supporting campus employees and students during this challenging time. And yet, they are not enough, and they cannot be merely temporary responses to multiple crises. They must continue and go deeper...to have a truly inclusive and equitable college.
    • Mae Lee: How we got here;
    • ...For too long, senior staff has operated in a manner that has been largely top-down, closed off and detached from the rest of the campus. While it is common for working teams to be tight-knit, it is dangerous and detrimental to a democratic institution of higher learning (especially one that espouses the values of inclusion, equity and social justice) for its senior staff to lead from the top down, and to be so insular that it hears primarily the opinions of its own members and consults mainly with itself... What individuals are too afraid to vocalize publicly, we stated collectively and overwhelmingly in the focus groups and surveys. And yet, there has never been a campus conversation about these results. There has been no attempt by our college leadership to acknowledge the widespread disaffection of the majority of the campus and to dig into the roots of these sentiments. Why is this the case? Where is the leadership of our senior staff on this subject?
    • Maristella Tapia:
    • This disregard for the pulse of the campus community is particularly harmful to marginalized communities because they are always already struggling to be heard and served within any given institution. Two recent examples that underscore the alienation of racialized populations in our campus community are: 1) the lack of any De Anza senior staff response to recent xenophobic and racist scapegoating targeting the AAPI community during this pandemic ... 2) the “Eight Asks” presented by the Black Faculty and Staff and Administrators Network (BFSA) amidst world-wide Black Lives Matter protests, that articulate needs long un-met and issues long-ignored to the detriment of all Black people at De Anza...Challenging institutionalized racism requires that senior staff listen and respond holistically, intentionally and systematically to the concerns of its constituents.
    • We stand at the crossroads of a change in campus leadership. At this moment, we have an opportunity to bring about the kind of college governance that we need for substantial change to happen. 
    • The purpose of this open letter is to expose the unacknowledged truth that has held our campus back from being a place that is hospitable not only to Black students, staff and faculty, but also to other under-represented groups. It is time to recognize that without a change from an insular, top-down model of senior staff governance...we will never undo the structures of power that so demoralize the majority of our campus community, and that continue to keep marginalized groups on the margins.
    • Cynthia Kaufman:
    • What we need now and moving forward is for our senior administrators to question their leadership habits with deep self-reflection and to apply the principles of shared governance, equity, inclusion, respect, accountability, and transparency to every aspect of how they make decisions. De Anza College needs to operate in ways that allow everyone to feel respected, included, and heard. In carrying out their work and in making decisions, senior staff should be asking themselves the following questions:
      • Have we included stakeholders in decision-making processes from beginning to end? And, if not, why?
    • Have we allowed deans to access all of the information that is available at both the district and college level, so that they can be effective in their roles, communicate this information to their constituencies and have input into college governance?
    • Have we established truly inclusive channels of communication where we can hear input from our campus community about how or whether things are working? Have we created spaces where people can share ideas and question college processes in a way that is open, public and reciprocal?
    • Are we respecting committee processes and allowing for enough time for people to learn?
    • Who do our decisions benefit? Who might they negatively impact? What are the equity considerations in both the positive and negative impacts of these decisions?
    • These guiding questions will be critical in developing mindful, inclusive, and equitable practices that more robustly meet the true tenets of shared governance.
    • Bob Stockwell:
    • In addition to these guiding questions... a set of Guiding Principles with the aim of re-orienting institutional habits for true shared governance.
    • Consult widely and bring people to the table:
    • Provide for clear and adequate timelines for decision making
    • Center equity in decision making
    • Establish and communicate clear rules for decision making
    • Be transparent about outcomes and processes
    • These principles can help De Anza be more transparent and accountable in our reach for more inclusive and equitable decision making.
    • Christine Chai: Invitation to the De Anza Community
    • The letter intents to spark collective dialogue and action that can transform De Anza in this pivotal moment. There was an invitation to all members of the De Anza campus community to sign and support the statement.

    Mary has sent a letter to members of the executive committee to determine who will be continuing next year.

    • Terrence moved Mary S seconded to confirm; 19 yes.

    IPBT Election and Appointment

    • Last week, the Senate chose not to make new appointments to IPBT in order to force a restructuring of the committee to address concerns and issues over equity and diversity. Similar concerns and issues were voiced in the above open letter to the senior staff. However, because of the urgent budget situation, there will be IPBT meetings and activities over the summer there are concerns over not having faculty voting members in those discussions and decisions.
    • There were several options discussed. The executive committee will meet over the summer to work together to reform IPBT and appoint new IPBT voting members; there was no time at this meeting for deep discussion; will need motion to hold additional meetings.
    • There was a strong demand to go by popular vote, to honor the democratice process, result of the election; however, some felt the popular vote, to do things as usual, did not bring in a strong voice for equity. Some like the prospect of moving in a new direction and for improvement; however, the issues over equity can’t be resolved so simply and quickly.
    • This is uncharted territory; typically, there are no meetings in the summer; who should represent IPBT in the summer; when do the terms for outgoing members end.
    • Susan motioned to uphold the vote and seat the top three vote getters, Daniel, Terence and Mayra, Cynthia seconded
    • More discussions over the option of appointing interim members, Senate meeting over the summer, return to the conversation, work to restructure IPBT, rather than to rush; will restructure.
    • Call for vote: 10 yes, 1 no, 10 abstain, Daniel, Terence, and Mayra are seated.

    Concerns Received Regarding Academic Senate Election Results

    • There were 10 complaints received from part time and full time faculty about how the Listserv was used during the recent election. The Listserv is a college resource and should not be used for campaigning.
    • Ad hoc committee is to review the Constitution and Bylaws to come up with guidelines and consequences. This will be presented to executive committee for review and approval in the fall.

    • Campus Facilities: Felt positive about the meeting and have more understanding about the process. Flint center will become De Anza Event Center; students are anxious about being heard and involved; voiced housing needs for faculty and students.
