Welcome and Introductions

Da Silva interim Director of College Operations welcomed everyone to the Fall quarter and the new academic year, and everyone introduced themselves.

Review mission and membership

The mission and membership of the Campus Facilities Committee was reviewed. It was noted there are still 2 classified senate vacancies. College Operations will continue to reach out to Classified Senate.

Review Best Practices Document for DASG

The Best Practices document for DASG was shared with the membership by Da Silva.  Lockwood, Classified Senate representative has agreed to be the committee mentor for the DASG representatives.

Santa Clara County Health Clinic Update

A Santa Clara County health clinic building is being proposed to be built in Parking Lot B. A draft presentation was shared. The building would be approximately 25,000sf. A map was shared to show the proposed location. The proposed building may include a parking structure. Potential services offered would include primary care, urgent care, radiology, pharmacy, behavioral health and dental.  The project may have an impact the De Anza Flea Market. Construction would potentially be completed in 2027 or 2028 and could be one year in duration.

There were questions around when construction would begin. There is no clear schedule yet as this is still a potential project. The County is doing a study with architects, engineers, and potential environmental impact. If the project moves forward, it could begin sometime in 2026.

Services potentially offered would be Primary Care, Urgent Care, Radiology, Pharmacy, Behavioral Health and Dental.  The intent is for students at both Foothill and De Anza College enrolled in the medical technologies’ field would be able to perform program practicums at the new facility. FHDA College medical programs include, Nursing, Dental, Phlebotomy, Health Technologies, and others.

A question was asked about the impact to the De Anza Flea Market and if the market would be moved. Information was shared at the Campus Center Advisory Board yesterday indicating the Board President shared there would likely be no impact on the Flea Market. It is important to note if a building and a parking lot is being built, we will need to look to the future for possible increased enrollment. The college has historically had a shortage of parking on campus, pre pandemic. Lot B would be closed while under construction. Another question was asked about how construction could affect the VPAC and income for Facilities Rentals. The college is not too concerned about this impact as Stelling lot is available and not currently very full. More details will be shared as information becomes available.

Measure G Bond Project Update

A brief Measure G Project update was provided. The fire alarm project is underway. The Women’s Volleyball courts are in the design phase and will be a six-court facility. The Flint Center demolition project is scheduled to begin in the late Spring or Summer 2024.  Staging for the project has started at the northwest entrance of the campus. Dovetailing on the Flint demolition is the Telecom Project near the RSS Building.   The restroom renovation projects for S2, S6 and L5 will impact students at some point and there will be contingency plans for this project while they are being remodeled. The project will begin in April 2025.

A question from faculty was asked about the F5 building and when it would be ready for move in. District Facilities shared it should be completed within a week. The contractor must finish some touch up painting. The building will be cleaned, and then be handed over to ETS and FF&E to get all the phones and equipment back into the space.

Measure G Mega Project Update

Lockwood, Mega Project Task Force and Classified Senate representative provided an update on the Measure G Mega Project Task Force. History was provided on the Flint Center, and it’s required substantial seismic safety and accessibility access upgrades in costs exceeding more than $50m. The district was granted the Measure G bond which is mainly funds for infrastructure districtwide. Bond funds were divided between Foothill College, De Anza College, Sunnyvale Center, and the District.  Some funds were allocated to tear down the Flint Center and build a replacement. The De Anza College 2021 Master Plan, called to replace the Flint Center with an event center. In addition, the Master Plan called to build a new theatre in the Flint Center footprint, move the A Quad for a Services for Student’s Building and build a new Creative Arts complex in the L Quad. Due to rising construction costs, there is not enough funding in the Measure G Bond for three new buildings. The plan about a year ago was to retro fit some L buildings for the arts until funds could be allocated to build a new building. The ideas were not well received by some campus stakeholders. The De Anza President stepped in and created a task force to work out some of the issues. A presentation was shared about the task force. The task force was created in April 2023 and was comprised of stakeholder representatives. It was agreed the campus does not need an additional theatre, is not opposed to event spaces and spaces should be flexible. The wish is to consolidate student services so that incoming and existing students can navigate and find resources. The L quad should not be displaced, swing space for the arts is too costly and requires infrastructure changes. In August 2023, the task force asked the Board to implement a phased approach to tear down the Flint Center. The Task Force proposed building something for the A quad, move those programs to a new space and build a new Services for Students Building. The Board tasked the District Business Services office with budgeting the request. A cost estimate was given on the district 509 Project (the Mega Project).

$101m to tear down the Flint Center and relocate the utilities.

$81.5m remaining could be used for Arts.

The Services for Students Building would need funding and a budget.

Some options for the task force to consider included a reduction of the square footage, moving some things around and/or add on to the VPAC. In the future the task force would need to make sure there is enough funding and programming documents.

Energy and Sustainability Action Committee (ESAC) – Subcommittee

College Operations is working with the District’s ESAC Committee to form a subcommittee made up of representatives from the Campus Facilities Committee and any other interested parties. This subcommittee will be at the campus level and will work on a plan to assist in implementing SB1383. SB1383 requires the state to reduce organic waste disposal by 75% by 2025. The Campus Center may be the starting point for implementation and the college is looking at bins for recycling, landfill, and organic waste. Information will be passed along as it becomes available. Anyone on the Campus Facilities Committee interested in being a part of the subcommittee, can reach out to Manny DaSilva and/or Sally Gore.
